Delaware Park Stewards Ruling

On October 12, 2018, a hearing was conducted for owner/trainer Mark Powell, DOB: 01/05/1967, RCI ID: 592832, in the Stewards’ office at Delaware Park. Mr. Powell participated telephonically and was represented by Attorney Alan Pincus. Based on evidence, testimony, and the aggravating circumstances presented at the hearing, Mark Powell is assessed a fine of two thousand five hundred dollars ($2500.00) and his Delaware Thoroughbred Racing Commission license is suspended five years, from Saturday, October 13, 2018, through and including Thursday, October 12, 2023, for refusing to cooperate with an official of the D.T.R.C. and other racing officials at Delaware Park on August 28, 2018. Refer to D.T.R.C. Rules 2.5, 2.5.1.13,
2.5.1.4, 3.4.1, 3.4.1.3, 3.4.1.7, and 3.4.1.15. Fine must be paid within 48 hours. (Monetary fines not paid within the parameters of the official ruling are subject to penalty and interest charges at the rate of 1.5% per month compounded monthly).
